ABSTRACT
Philippines´ poverty incidence is greatest in the rural areas where people rely mainly on agriculture and fisheries as their livelihood. Creating a sustainable agricultural development path means improving the quality of life of those in rural areas by ensuring sufficient food for present and future generations, generating sufficient income, and improving the nutrition and malnutrition of beneficiaries. The primary objective of the Special Area for Agricultural Development (SAAD) Program of the Department of Agriculture (DA), implemented in 2017-2022 covering 30 poorest of the poor priority provinces, is the reduction of poverty incidence among marginalized Filipino farmers and fishers through increased food production for household consumption and the establishment of community-based enterprises. Results of the study obtained through a stratified multistage sampling design discloses that the program attained its objective in enhancing food supply and nutrition among the farm family beneficiaries. The program was found effective in ensuring food security through the reduction of hunger and in improving nutrition and malnutrition by allowing and making available a variety of food. Hunger incidence among farmers and fisherfolk retrogressed during the execution of the SAAD where farmers provided with crop interventions declined from 7.8% to 4.4% before and during program implementation, respectively. Similarly for farmers engaged in livestock production, hunger incidence significantly went down by 2.2% from 10.5% to 8.3%. As to fisherfolk, the decline in hunger was more pronounced from 19.2% without the program to less than 3% during the SAAD implementation.
